Explanation (?):

The remote access connection manager service provides virtual private network (VPN) and dial-up networking (DUN) connection capabilities. This means that if you use dial-up network or VPNs then you will need this service. It is also possible that some broadband providers, especially if you use DSL with PPPoE, will require this service. In theory this service should only activate when required by queued network demand requests, but this rarely happens and as a result it typically remains running even when not needed. This service is needed only if you have a network connection type that requires it, but if you use a DHCP network then this isn't needed and could be disabled. However, I suggest leaving it on manual.
